Charles Gauthier, AICP

Mr. Gauthier received a B.A from University of South Florida and a M.S. from Florida State University.  He has 30 years of experience working in the areas of environmental protection and growth management including service with the (former) Department of Environmental Regulation where he assisted with state water policy and protection of the Everglades; Collier County where he served as Chief of Long Range Planning and Manager of Planning during preparation of the Growth Management Plan; Lee County where he served as Zoning Manager; and the Department of Community Affairs where he has served as Growth Management Administrator, Chief of Comprehensive Planning, and in January 2007 he was appointed to his current position as Director of the Division of Community Planning

In addition he has worked in the private sector most recently directing a consulting office providing statewide services.  Mr. Gauthier has been a member of the American Institute of Certified Planners since 1987.

Janet Bowman

Janet Bowman is the Director of Legislative Policy & Strategies for the Florida Chapter of the Nature Conservancy where she has worked since February, 2007. Prior to that position, she served as Legal Director of 1000 Friends of Florida, attorney for the Senate Community Affairs Committee and the Legislative Committee on Intergovernmental Relations, and Senior Attorney
for the Department of Environmental Protection. 

She has been appointed an adjunct professor by the Department of Urban & Regional Planning at Florida State University where she has taught Environmental Law & Policy and Property Rights and Planning. She received her J.D. from the Florida State University College of Law, and her B.A. from New College.
 

Kevin Crowder

Kevin Crowder is the Director of Economic Development and Legislative Affairs for the City of Miami Beach. Originally from West Texas, he began his economic development career in Miami Beach in 1993 with the South Beach business improvement districts and the Miami Beach Community Development Corporation, He is an IEDC Certified Economic Developer (CEcD), and has been employed by the City of Miami Beach for 12 years. He is a member of the City Manager's Office and his primary duties are business and entrepreneurial assistance, private capital investment, market research, joint venture development and state and federal intergovernmental affairs.

Susan L. Trevarthen, Esq., AICP, handles land use, planning and zoning matters for local governments, including constitutional issues such as regulatory takings and regulation and defense of First Amendment-related land uses.  Her work includes advising staffs, managers, attorneys, and elected officials; drafting codes and plans; negotiating development approvals; defending challenges to regulations and decisions; and handling public hearings.  She speaks and publishes widely on her areas of expertise.  Residing in the Fort Lauderdale office, she chairs the Municipal Land Use, Planning and Zoning Law practice at Weiss Serota Helfman Pastoriza Cole & Boniske, P.L.  This practice supports the land use, planning and zoning needs of the fifteen municipalities where the Firm serves as city attorney, as well as many additional municipalities throughout Florida as special land use counsel.  She is AV-rated, and is board certified in City, County and Local Government Law by the Florida Bar.  She is co-counsel in the SB 360 challenge, and has been extensively involved in addressing issues in implementation of this bill and other important growth management legislation for the Firm’s municipal clients.

 

 

 


Jamie Cole is the Manager Director of the 53 attorney law firm of Weiss Serota Helfman Pastoriza Cole & Boniske, P.L., which primarily represents local governments and people who do business with local governments.  Mr. Cole represents private and public clients in all aspects of local government law, and is also an accomplished appellate attorney. Through the firm, Mr. Cole has served as the City Attorney for the cities of Weston and Miramar for the past 10 years, and previously served as the in-house City Attorney for the City of Hollywood for 5 years.  He has also served as special litigation counsel for scores of municipalities in Palm Beach and Broward Counties, often representing coalitions of local governments. Additionally, Mr. Cole has spoken at numerous local government law seminars on subjects including ethics, property tax, government finance and charter review. He has also won numerous awards, including the Daily Business Review’s “Most Effective Lawyers” award in the Public Interest category for his work in having a misleading ballot question regarding property tax stricken from Florida’s January 29, 2008 ballot.  Mr. Cole is the lead attorney representing the Coalition of 18 local governments challenging the constitutionality of the enactment of SB 360.


John R. Flint, City Manager, City of Weston, FL
Appointed as the City of Weston’s first City Manager in July 1997, John R. Flint is
the Chief Executive Officer of the nation’s premier municipal corporation.
Incorporated in 1996 by an overwhelming percentage of its voters, Weston has
quickly gained international attention for being one of the country’s largest masterplanned
communities and for the progressive form of contractual municipal management which Mr. Flint has instituted.

John Flint has served in local government management capacities in the cities of Hollywood and Cooper City where he was responsible for the design, construction
and management of municipal infrastructure. He has received both gubernatorial and legislative appointments furthering his community service.

In 1993 Mr. Flint was elected to the Board of Supervisors of the Indian Trace Community Development District, the forerunner to the City of Weston. Upon Weston’s incorporation in 1996 he became an interim City Commissioner.

Mr. Flint currently oversees services to the City’s 61,000 residents, over an area of 27 square miles. Weston’s properties produce a taxable value of $7.1 billion. The
City and District budgets total more than $100 million, and the City maintains triple “A” ratings with both Moody’s and Standard & Poors. This is accomplished
through contracting for services with both private and public providers resulting in the City of Weston having only nine employees. He was responsible for the writing
many of the City’s Land Development Regulations, and adoption and codification of the City’s Code of Ordinances.
A graduate of the University of Arizona, Mr. Flint has continued his executive education at Harvard University and the University of Pennsylvania’s Wharton
School.

Janet G. Llewellyn

Director of the Department of Environmental Protection’s Division of Water Resource Management oversees DEP’s water related regulatory programs, including Drinking Water, Wastewater, Environmental Resource Permitting, Beaches and Coastal Systems, and Mining and Minerals Regulation. 

She also oversees the Office of Water Policy, the Department’s lead office for water policy analysis and development, and coordination with the state’s five water management
districts. Ms. Llewellyn has worked for the DEP since 1983. 

Ms. Llewellyn received a B.S. degree in Biology from the University of Nebraska and a Master of Science degree in Biological Oceanography from Oregon State University.

Paula Dye, AICP

Strategic Planning Manager
Tampa Bay Water

Paula Dye is the Strategic Planning Manager for Tampa Bay Water. She has been with the agency since 1997. Dye’s duties include management of the agency’s long-term
water supply planning program, serving as liaison with local and regional government planning officials, and direction of the agency’s land-use and development review program.

Dye’s responsibilities at Tampa Bay Water include oversight of the agency’s Master Water Plan and Grant programs. Previous to working for Tampa Bay Water, Dye worked in local government Comprehensive Planning. Her duties in this capacity included conservation planning, historic preservation planning, and land use planning utilizing Geographic Information Systems (GIS).

Dye has also served as an adjunct professor at the St.
Petersburg College and the Hillsborough Community College teaching Earth Science and Meteorology courses.

Dye holds a bachelor’s degree and a master’s degree from the University of South Florida. She is a member of the American Planning Association, the American Water Works
Association, the Florida Association of Environmental Professionals, and the Florida Association of Cadastral Mappers. Dye obtained her membership in the American Institute of Certified Planners (AICP) in 1998.


Maribel Balbin

Maribel Balbin is the Water Use Efficiency Manager for Miami-Dade County. She has been the manager of this office since its inception in 2005, when periodic drought conditions began to strain the water supply for South Florida. Balbin developed and implemented the County’s Water Use Efficiency Plan, this effort’s policy initiatives, measures and public awareness campaigns are responsible for the current 10% reduction in water consumption in Miami-Dade.
  

The success of the water conservation program has far exceeded the expectations of the regulatory agencies and national organizations. Her efforts have been recognized and lauded by the U.S. Environmental Protection Agency, the Florida Department of Environmental Protection (DEP) and the American Water Works Association (AWWA). The Miami-Dade Water Use Efficiency Plan, the first to implement the DEP Conserve Florida Guide, has become the model for other jurisdictions.
   

Prior to joining Miami-Dade County, Balbin spent 10 years at the South Florida Water Management District (the District) serving in different capacities: governmental affairs, public outreach, and strategic planning. During her tenure at the District, she worked on major projects such as the Comprehensive Everglades Restoration Project, the Lower East Coast Water Supply Plan, the Lake Belt Study and the District’s first strategic plan.

Balbin is actively involved with her professional peers throughout the industry. Within the AWWA, she is the Vice-Chair of the Florida Section of the Water Use Division and Chair of the Water Conservation Committee for Region VII. She is also a contributing member of the Florida Water Conservation 2030 Initiative.
 

In addition to her professional involvement, Balbin has a long history of service with community organizations. Highlights of her past service include being Chair of the Miami-Dade Commission for Women, and a member of the Community Relations Board, Art in Public Places, and the Miami Lakes Municipal Advisory Committee.  Presently serves on the board of the League of Women Voters of Miami Dade County.
 
Balbin holds a BS in Public Administration and Project Management Certificate from Florida International University, and is a Florida Sterling Council Examiner.

BRADFORD G. THOBURN
STATE TRANSPORTATION DEVELOPMENT ADMINISTRATOR
FLORIDA DEPARTMENT OF TRANSPORTATION

For nearly two decades, Brad Thoburn has served as a policy advisor, government relations specialist and administrator in local, state and federal government.  During that time Brad has gained the in-depth, working knowledge of the issues and governmental processes related to land use and transportation.

Since March 2009, Mr. Thoburn has been employed with the Florida Department of Transportation as the State Transportation Development Administrator. In this capacity, Mr. Thoburn oversees the state transportation policy and planning efforts. He is leading the FDOT’s efforts on the reauthorization of the Federal Transportation Act.

For nearly eleven years, Brad was employed with the City of Jacksonville in various positions.  In 2006, he was appointed Director of Planning and Development. As director, he oversaw all development reviews, land use and transportation planning for the City. Prior to his service as Planning Director, Mr. Thoburn served as Assistant Director for Planning Policy and Director of Intergovernmental Relations. During his work for the City, he was involved in the development of several major policy initiatives including the Better Jacksonville Plan and the Preservation Project Jacksonville.

Prior to his work for the City, Mr. Thoburn was as a Legislative Aide to Congresswoman Tillie K. Fowler.  As a congressional aide, Brad was involved in numerous policy areas including federal appropriations, transportation, water resources and health care.

Mr. Thoburn was born in Cleveland, Ohio in 1969.  He moved to Jacksonville in 1983 and graduated from The Bolles School in 1988.  Mr. Thoburn received a Bachelor of Arts degree in Politics from Washington and Lee University in 1992.  He is a member of the Leadership Jacksonville Class of 2007.

Over 35 years of transportation experience in Florida, both in the Public and Private sectors.  Served in both Central Office and District positions in planning, public transportation, production and operations.  Served as District Secretary in District 6.  Worked in the private sector with several consultant firms managing services in planning and design.  Currently working in Systems Planning Office with responsibility for statewide oversight of Systems Management activities.

David Jordan
